Information packaging at C2 represents the zenith of rhetorical control in written English. The discourse is organized according to two fundamental linguistic principles: (1) The Given-New Contract, where familiar thematic information (the theme) occupies sentence-initial position to link with prior context, while unfamiliar, critical information (the rheme) appears toward the end, where it receives natural communicative prominence; (2) The Principle of End-Weight, which dictates that long, syntactically complex noun phrases and subordinate clauses should gravitate to the final position of the clause to prevent cognitive processing bottlenecks. To manage these principles, advanced writers employ topicalization (fronting non-subject elements to establish topical frames: In terms of geopolitical stability, the treaty offers little reassurance), inversion, passive voice (to shift patient to theme and agent to focal rheme), and clefting.
