The C1 mandative and hypothetical subjunctive expresses non-factual urgency, institutional decrees, irrealis states, and counterfactual wishes.

The subjunctive mood in English signals counterfactual conditions, hypothetical possibilities, and institutional mandates. The mandative subjunctive occurs in subordinate that-clauses following verbs of demand, advice, or necessity (insist, demand, recommend, decree, urge) and related adjectives (vital, imperative, crucial, essential). In this construction, the verb remains strictly in its bare base form regardless of the subject person or number: The board requested that she submit her findings, It is imperative that every delegate be seated. In British English, modal should is a widely accepted variant (that she should submit), whereas American English almost exclusively prefers the pure subjunctive. The past or irrealis subjunctive preserves were for all persons in contrary-to-fact hypotheses (If I were you; Were she aware of the risks). Finally, constructions such as It is high time + past simple (It is high time we addressed this issue) and would rather + subject + past simple (I would rather you didn't mention this) use past inflections to denote present or future unreality.
